ENABLE
is the north Evergreen umbrella organization for homeowners’ associations and
neighborhood groups between Evergreen Lake and I-70. We are an automatic referral agency for Jefferson County,
which means that all development projects, large or small, are sent to us for
review. Our written responses are
solicited by the Jefferson County planning staff and the Jefferson County
commissioners. Further, we are
asked to testify at planning commission hearings and hearings before the county
commissioners.
To
reach positions regarding developments in north Evergreen, we rely heavily on
the wishes of our constituent homeowners’ organizations.
ENABLE was formed in 1984 to provide a forum to discuss land use issues
affecting north Evergreen. Our monthly meetings, held on the third Thursday of the
month, are announced in the Canyon Courier, and we send out some 60 postcards to
homeowner organization representatives and others who have expressed interest in
receiving notice. While homeowner
representatives are the official representatives, all members of the mountain
area community are invited to attend our monthly meetings and to participate in
our discussions and consensus building process.
Jefferson
County requires developers who are rezoning to hold community meetings to
explain their proposals and answer questions regarding their plans.
ENABLE board members attend these meetings to listen and make suggestions
to the developer for changes and possible compromises, and to make them aware of
existing support or opposition to their plans.
When it seems necessary, ENABLE invites developers to our meetings to
discuss plans and modifications.
To
guide us in reaching positions regarding what is and is not appropriate for
north Evergreen, we rely heavily on the Evergreen Area Community Plan, a plan
devised in 1986, by a diverse group of mountain area citizens appointed by the
county commissioners. This advisory
group was aided by fifteen professional planners from Jefferson County, and the
Plan was adopted by the Planning Commission in 1987. The Plan addresses all land use aspects of our community and
offers guidelines regarding both the extent and the nature of future growth in
the Evergreen area. Because the
Plan was developed by a respected group of local citizens and professional
planners, ENABLE regards it as our clearest guide in making decisions.
While
ENABLE is conscientious about writing position papers and appearing at hearings,
it is extremely important that the community does not leave the entire job to
board members, representatives and perhaps to one homeowner’s association
directly affected by a proposed development.
We urge others to write in favor or in opposition to projects and to
attend hearings to testify. The
Jefferson County boards and commissions should know what a wide variety of us is
thinking.
